Preheat oven to 350-degrees and grease a 9-inch by 13-inch baking dish.
Brown the meat in a large saucepan or large skillet. Drain the grease and add the meat back to the pan.
Add the taco seasoning and water and mix well.
Add the onions, corn, salsa, green chiles, and refried beans and mix well. Cook on medium to medium high heat.
Cover with a lid and cook for about 10 minutes, stirring occasionally.
Line the bottom of the baking dish with small tortillas (I used five for each layer).
Spoon one-third of the beef mixture over the tortillas.
Sprinkle one cup of cheese over the beef mixture.
Layer five more tortillas, one-third of the beef, and one cup of cheese over the top.
Layer once more with five tortillas, beef mixture, and cheese.
Bake for 30 minutes.
Cut out a slice and top with lettuce, sour cream, tomatoes, and anything else you would like to add.
